IMO, you don't choose who or what you bring back when you do a LBQ. You do the quest to fix the world and the Cosmos provides the answer, which is always something unexpected. Because to fix the world you must change it. Harmast didn't do the LBQ to bring back Arkat, I don't think he even knew who Arkat was.
