Personally, I would think that Brithini have a mix of various things going on:

• Sex only taking place under very strict circumstances, situations, times and conditions. Think fundamentalist monotheists to the Nth degree.
• The act of procreation for them is effectively like a ritual casting - new Brithini are only created when The Invisible God (or what have you) feels like there needs to be more. The Divine Plan, as it were. They never overpopulate, because when there's enough of them, well, no more are able to conceived. When they have lost numbers of them to violent death, Chaos, paganism, etc, more will be born.
