Except that Sheng doesn't need the wastes to travel down to the Iron Forts. There's a stretch of land west of the Shan Shan which is habitable by horses (the section covered yellow in the Empire of Sheng Seleris).

This would have required Sheng to make his way over to the Paps, kick the Greatest Khan's butt and leave the question of why he doesn't trash the Rubble Trolls, Dagori Inkarth, Tarsh or the Holy Country for that matter.

I think that what happened was that as the Praxians came into contact with the Seleran Empire winding its way down the Shan Shan, they did the natural thing - they raided the Selerans. The Seleran response was also predictable - they kicked their heads in. The few Praxian survivors were made Bursts and ordered to provide Sheng with required numbers of troops. Some of the Seleran Clans made their way back to Prax and that is why Prax is part of the Empire. That said, the Sheng treated the Praxians as a source of cavalry and expressed no interest in what lay within their region. He may have heard tales about the Land Within A Wall, among other things, but simply felt that since the sources were Praxians, the tales were lies by definition.
