Apart from the shape-shifting, what you are describing are ghouls.

There is always chaos, which would be able to warp people into monsters - is it essential for your plans for them to be able to change back? There is a broo hiding in any rapist.

Another way to get involuntary shape-shifting could be skin-demons - imagine junior versions of Harrek's cloak taking over their wearers. Alternatively, any other appropriate item could force its bearer to take on the beast form - a sakkar tooth dagger, for instance.

If you are playing in Pamaltela, look up the Charnjibber. You get a couple of tentacles, but there will be some sort of shape-changing.

Sorcerous shapeshifting often is applied on an involuntary subject. This might result in a lycanthrope-like change, though not really reversible unless there is an enchantment with lots of conditions attached.

There might be pieces of Mostali-wrought armor which inflict the change into a (mineral or metallic) beast-shaped monster.

Finally, it could be the curse of a magical prey brought down without respect for the local spirit cults and their version of the Peaceful Cut.
