I'm not too worried by the gregging and agree with Jeff's idea that it's a rationalisation of what Belintar actually did when he was among the God Forgotten. After all it's a bit much imagining a fully fledged Las Vegas in Kethaela at the time.

There is a Casino in the Leftarm Isles in the Second Age of Kethaela map (Esrolia: Land of 10,000 goddesses) but its absence during the events of the Iron War is noteworthy.
