Yes. Karse existed at the Dawn. It was a very strong fort with a harbor inhabited by about 200 Pelaskites.

However, the sole settlement at the Dawn on the Leftarm Islands was the hidden town of Jon Barat (also known as Talar's Hold). There 200 Malkioni who called themselves Ingareens farmed, gathered,and fished.
