It might indeed, but the idea of a character tied to the Luck rune is interesting. If Luck is a runic power in Glorantha then a character tied to that rune will presumably be more influenced by luck both good and bad. Whatever he or she achieves or suffers should be capable of being interpreted as the result of luck, good or bad. Results will tend to be extremely good (who'd have thought there'd be a wagon-load of swan's down passing beneath the window at that moment) or extremely bad (there's only one giant cactus within two leagues and you managed to escape from the Roc's clutches at THAT exact moment?)

Perhaps a way to handle this in game terms would be to make each die roll twice and to pick the result that's furthest from the mean? A character operating under this rule might need more than the usual supply of Hero Points.
