I am a HUGE Deadwood fan, but no Adari is not Deadwood. New Pavis is.
Adari is just a useful place to trade with the trolls and occasionally the elves. It was established as a market place in the First Age (if I recall correctly) and has been sacked and ruined time and time again. But it is always refounded as it is always useful to have a place where you can safely negotiate with the Elder Races.
