Palangio may or may not have been present during the God Project, but since he figures as a general at the Battle of Night and Day, he is clearly older than Nysalor (counting from Nysalor's hatching, not accounting for physical and magical development within the egg).

He was a major military figure in Dara Happa, so a presence in Dorastor at times is likely if there were major military expeditions to ponder.

The Freeform obviously used all the known characters from the era (in several cases presenting previously unpublished ones for the first time, like Erilindia) and set them loose on one another, with unpredictable developments ensuing.

There were quite a few Dara Happan representatives on the God Project in the Broken Council freeform.

With the caveat that "Son of Nysalor" may be a similar appellation as "Light Son". Palangio is proud of his Rinliddi lineage, so unless Nysalor was his mother and went to an accelerated pregnancy and childhood care on the Other Side, there is no way he would have been the physical son of the newborn deity.
