The total limit in the overpopulation phase is 3*total number of areas occupied. So the Alkoth Killmen, occupying only Henjarl, only keep 3 units. If they had Henjarl and Saird, then they could have 5 in Henjarl (the stacking limit for the Tripolis areas is 5) and 1 in Saird as the total can be 6.
