I'd suggest the ball be the rule of the Church, the part that effects the world, and the stick is the Joy of the Heart, the passion that connects the individual and the Church. I think you could construct an argument the other way around, but the sybolism of Joy of the Heart being the part that smashes your head seems wrong :-)

Not sure what Harrek would want with them. Still, not knowing what he want it for may not be enough reason to not steal it.
But as I don't recall any mention of these relics being anywhere else, they can be where you want them to be. If they aren't in Sog, it would probably be because they have been removed to somewhere that values them more highly.
