They are not considered chaotic for the very simple reason that they are not chaotic.

Chaos isn't something you can blithely label your enemies with, it is a real horror that the Praxians are always on the lookout for. To say that the Cannibal Cult is chaotic is like saying that the Pentans are chaotic. Both don't have the signs of chaos so they are not chaotic.

Your analysis is flawed in assuming that something which is evil in Praxian eyes must also be chaotic. All chaos is evil but not all evil is chaos.
