The Red Moon is visible at the same angle above the horizon wherever you are in Glorantha outside of the Glowline. Sufficiently tall mountains (Kero Fin, Top of the World) can block the view even from considerable distance.
Inside the Glowline, it is seen at a much greater angle (i.e. higher up). The direction is always towards the Crater.
