Sensible, really - it strikes me as perfectly Logical to enslave and sell passengers to make profit, as long as you make sure that you do not get caught.
I was referring to the fact that they are seemingly compelled to betray all laws because they are laws - hence Hrestol's great act of giving them "laws" that command them to do vile things, which forced them to act civilly.
It may well all be Brithini propaganda, of course. Certainly the Lunars would think so, in what few instances they might come into contact with Vadeli.
