I always assumed that it is because most of the praxian herd beasts either can't forage through snow or can't tolerate the cold *. Therefore they have to retreat from those lands each winter. The rich spring grazing may be an attraction to moving north after the snows are gone, but given that the horse riders may move south in the spring (to the first lands to green), the better grazing may not be worth the battles, overall.

Having said that, the praxians have apparently pushed the Pentans back over the generations, so I suspect that some praxians will move north in the spring, and that there are skirmishes more years than not.

• the likely exception would be the Bison Riders, but they are the one praxian tribe that may have trouble with the Pentans. Likely the pentans can keep their distance from the Bison charge, and just keep filling the air, and the bison+riders, with arrows. Not that the bison riders couldn't ever score victories, but it is probably a bad enough match up for them to make trying to winter in the snow lands more costly than beneficial.
