I always assumed that it is because most of the praxian herd beasts either can't forage through snow or can't tolerate the cold *. Therefore they have to retreat from those lands each winter. The rich spring grazing may be an attraction to moving north after the snows are gone, but given that the horse riders may move south in the spring (to the first lands to green), the better grazing may not be worth the battles, overall.

Having said that, the praxians have apparently pushed the Pentans back over the generations, so I suspect that some praxians will move north in the spring, and that there are skirmishes more years than not.
