Men of the Sea (and errata) speaks of Cerngorth having a regiment of horses but that is fairly unusual.  There's also a stray reference in Missing Lands to wheezing horses as being ridden by lords in the forests north of Jolar in imitation of northern ways.

I interpret Greg's statements about no horses in Pamaltela as referring to the Pamaltelan Veldt.  In Umathela, it's difficult. In Fonrit, they find it easier to use shoveltuskers.  Dunno what they use in Maslo but captive runners used by the flanchites seems fitting.
