Not directly applicable to this set of scenarios, but our bunch of Cinsina cousins ended up in Pavis because we had to get out of Dodge after Starbrow's Rebellion.  Our actions (killing a Lunar tax collector) weren't covered by the amnesty because while they helped spark the fighting, technically they happened before the Rebellion.  Our king told us we'd better not be around when he had to judge our case.  Having distant relatives out in Garhound was a good draw.
