I don't think that other aspects of the game - playbooks, moves, fronts, etc depend or rely on the communal world building aspect in order to be functional. In fact the rulebook has a pre-established scenario in the back that explicitly establishes an existing setting for the PCs to play in, so the decision about how much of the setting is established and how much is open can be varied as required. Other AW inspired games such as Dungeon World seem to manage OK.
