Telmori are tainted by Chaos.

That applies to something of chaos, namely Broos, Dragonsnails etc.
The Wind Lords of Sartar since they know the Telmori condition is a curse have a bit more latitude/are completely hypocritical (strike out that which does not apply) in deciding whether or not to issue the challenge to any Telmori they meet. The Wind Lords of other plays are truer to their god/simply ignorant (again strike out that which does not apply) and hence will challenge the Telmori as a creature of chaos.
A similar argument applies for the Uroxi.
