I thought that the greater the god, the fewer runes? Umath is Storm, Orlanth is Storm + Movement, Orlanth Adventurous is Storm + Movement + Mastery, a hero subcult got 4 runes, etc. Note that this is mythologically rather than HQ game-mechanically.
