Shades of the Cold War (but with more than one side), with everyone making choices they don't like because their perceived alternative is worse, morally repugnant compromise with dangerous enemies because they could do worse, fifth columnists are both a reality and an overblown fear, and it could all go nuclear with little warning. Maybe that's not exactly what Peter had in mind, but his description is evocative.
