I think he might be bound by his own plans and motivations. I.e. there is no mystical force keeping him from interfering, but he mostly doesn't anyway, because he is interested in the Cosmos being preserved.

Of course, the only one who knows the real answer is Zzabur him/itself. Personally I think it is appropriate for Zzabur to be unbound, though. It is a point of pride for every sorcerer that they have undiminished free will, not bound the way both gods and their worshipers are. This makes them terrifying to everyone else who isn't so bound, of course. But most sorcerers, just like most Illuminates, can do the Right Thing even when they don't have to, whether out of moral considerations or out of self-interest.
