I'm not familiar with the deeper source material which might shine a few dim beams of light on what Zzabur is really all about. However I'm pretty confident in saying that his way of thinking is sufficiently alien, and his goals sufficiently remote from everyday life in Glorantha, that nobody should be confident that they can divine his motives from what they can see of his actions.
After all, the bird may ask why you destroyed his nest, with no understanding of `firewood.' His neighbour's nest was spared. Maybe one of them found a yellow ribbon and wove it into their next that year, and that is why it was spared or destroyed?
Maybe the great sorcerer really did intend/want to sink this land or that. Or maybe the Closing or the Syndics Ban had to happen and the flooding that did happen was a side effect. Or maybe all of that is part of the preparation for some greater thing, much as an Orlanthi clan may bring down trees, hunt game, and gather rare items in preparation for a heroquest—for all that the birds, animals, and insects might only see that this one was destroyed while that one was spared.
