I am pretty sure that there is no hidden meaning in what Jeff says. I discussed this topic with him after the facebook posting, to the point that he decided that, while this is important, he has a much more important thing to do - get the Guide ready to publish.
When Moon Design engages a writer for a book, Jeff gives a list of books that the new work must be compatible with. That is what 'canon' is.
For GMs, narrators, players and fan authors, you may feel free to use _any_ material that you like and deal with any differences between various sources as you see fit. After all "Your Glorantha Will Vary".
