      And to answer your original question, it all depends on how long you figure it would really take to transform, or not. The Wolfman manages it pretty quickly, doesn't he? Three combat rounds is thirty-six seconds. Twelve seconds/round, equalling 12 strike ranks. So, if you think that's too long (count it out and imagine your scout going through this), then I'd say you should tell your GM that it's a game mechanic that you feel hampers you way too much. You'd better know how much clothing, armour and equipment you're wearing, and will therefore have to shed first. Presumably this is something that a Telmor always keeps in mind, and knows how to cope with.

      Especially since your PC has been stuck with a curse that you didn't agree to or have in mind when you decided to play him, I'd also be pretty fierce about deciding for yourself how out-of-control he really gets when transformed. Check up on how others have imagined or played Telmori (better people than I can probably give the references), and use them. There's certainly been discussion on the digest, and that should be available in the archives.

      If your lad really is going to be as much a danger to his friends as his enemies, I would argue that this is an unrealistic situation for the rest of the party to live with. Berserk Uroxi are bad enough, but that's a rarely invoked Rune spell (thinking RQ here, as usual), so not that common except when it's really needed. Roughly a one-out-of-three/four chance (IIRC) of an almost immune wolfsark running amok in a fight is not what any sane person wants to be near. And they'll know pretty damn quickly, even if it's a secret to start!
