I think he meant that real specialists, people who concentrate in their craft, would be found on some central place. Needless to say that the carl who ploughs his fields could be the best man to brew ale or carve wood. In that way all these steads should be heterogenic and talent distributed randomly, much like the way you describe.

Question is, what crafts would be dominated by professional crafters in this particular clan. Personally, I don't think that besides smithing there would be need for any professional crafters.
