Greg has used the 1.5% figure before, so it is possibe that is why the godtalkers are at this level.

On devotees:

"To spend so much time on actual worship, a person must have some outside support or income. A clan typically supports its thanes and god-talkers in this manner." TR p.69

So the number of 'normal' devotees, excluding hero bands, is small, gotalkers (1.5%) + thanes.

I have yet to note other evidence, but Greg might have changed his mind, before TR or after.
