Issaries does not condone or recommend the photocopying of material, either in print or out of print. Photocopying portions for personal, no profit usage is allowed and encouraged. Downloading and and printing a copy of web data is allowed, as long as it is for personal use.
A limited edition reprint of the old Chaosium-produced Gloranthan material, without RQ stats, is being done.
(And my personal, unofficial words: photocopying portions means things like player handouts, maps, etc. -- not "all but page 36 which is a full page Dave Dobyski illo." The chance of reprints is a major reason why it's not OK to copy out of print works -- the viability of this goes down the more unauthorized copies are out there.)
