I believe that Martin is writing about my Carmanian language materials. Note that despite the appearance that these materials took aeons of time to develop, they were actually developed quite quickly using a few simple tools. All the tools to develop similar linguistic schemes for other Gloranthan languages are available on my pages, which are for the moment at this URL:
