One of my initial thoughts, but more a reason to play it down rather than elide it, I'd have thought.

The CHDP was probably presented to Argrath on his marriage to The Queen of Holay (KoS pg 8, 31). Perhaps the political sensitivities Denseros is protecting are those of Holay?

What if troops from Holay were prominent in atrocities committed against the Sartarities during Fimbulwinter? At that time, Holay is very much a Lunar province, and its city of Mirin's Cross is the seat of The Provincial Overseer (ILH pg 54). The future Dean of the Field School of Magic, Didius Copernicus, is from Holay and in the entourage of Tatius the Bright at this time:

The big hole in this theory is that the Holayans are rather peaceful people; all the objectionable bits are in the Dara Happan influenced area around Mirin's Cross.
