Presumably it's (to this extent) like any HQ in that you can do it at various 'levels': if you do a practice quest, "Aroka" is a powerful fire-breathing 'tailed priest' dragonewt, or a wyvern; if you do a Heroplane-level HQ you get something in the dream-dragon range, or a smallish True Dragon perhaps, but not soemthing with an outrageous rating -- which is what happens if you do the full Godquest, and square off against Aroka's 5W10 or whatever he'd get...

In the mundane world, it's clearer which is which, but you're just as squished if Aroka turns up...
