The footnote on p27 describes her as the Empire's "leading combat hero" and one can be a demigod and a hero at the same time.

Looking at the definition of demigod on HeroQuest p128, it's clear that a war cult (along the lines of Yanafal Tarnils or even JarEel's Moonswords) isn't being referred to. And if it were a "follower" of JarEel, then how did she cause so much damage to Harrek?
