I've suggested before that this may be a YGMV moment.

Thunder Rebels is clear (p.58) that children are 'forbidden certain things (such as having sex or learning magic)'.

The probable reason is that such things are taboo for children because they are sacred and only for adults (there is a good example of this in the forbiddance of learning men's initiation rights for fear of endangering the whole community in Whale Rider).

The problem is of course that TR was written before common magic, and common magic does not have an Otherworld source. So it is open to more debate.

IMG the prohibition on magic is across otherworld and this world sources, though certain rare children will exhibit talents without training, but YGMV.
