I don't believe that is logically correct. People seemed to have inferred
it from Greg's comments that structurally distinct HQs have fixed
difficulties. Given that they may also have fixed benefits* it does not
follow that Greg believes this.
- For example, ressurrection is a more-or-less** fixed benefit. I can see
no advantage to making a Ressurrection HQ scaled to power level of the
characters.
- I don't think any benefit is completely fixed because power level
influences level of success which influences the benefit level.
