I *really* like this idea. A lot. Good work!

It fixes the "ultimate power in three short steps" problem, which the various "double is always +X" rules also do, but this way gives meaning to the level of success in the quest. On a personal obsession note, It also interacts nicely with advancement-slowing rules; when you hit 1w4, you're not so upset about a HQ giving you a measly +2 when that might otherwise have cost you 32 HP...
