I'm not sure I see this. Which god you follow is (to a greater or lesser extent) a question of being called. But to devote you need to have the time to spare. I'd suggest that who you initiate to is a personal choice, but to devote you would probably need the chief's permission (or other high up support). This would probably never be with-held, but may be postponed indefinately.

"But Gustaf, harvest is when we need you most. This year we should have
enough new boys initiated, and you can devote next year."
