Possible answers:

Not all magic is runic but only the high powers (secrets etc).
Chaos is invisible to SRP as it is not part of the cosmos.
SRP allows the magician to sense the presence of magic (it's part of the otherworld affinity) while the Storm Bull can sense any manifestation of chaos whether animal, vegetable or mineral.
The feat is actually Identify Runic Powers so the Irrippi Ontor Priest has to locate the manifestation first before using the feat.
