Formally: No it isn't. However, if you apply the rule, then followers are "dazed" and will recover in a short time. If you don't apply the rule, then the followers are perfectly fine without waiting. Unless you have a series of battles with *no* time to rest between them, it's pretty much a moot point.

Personally, I'd go with the narrative flow of the story. Did the bad guys intentionally beat up the follower? If so, it might be narratively correct to apply some sort of negative modifier and over-ride the rules. The modifier would then be used if the Hero called on the follower in another contest: "Remember, your fighter got pretty thrashed in that last fight and is at -50%. Are you sure it's worth risking him for the measly 8 AP he'll give you?"

Of course, it kinda follows that Followers will become more than simple AP batteries to you/your group. Some people like to personalize their followers, some like them as AP batteries, and neither side is wrong ^shrug^.
