Note the words "off the top of my head" - ie, "I just thought this up, and haven't worried too much about it". This is not in any way canon, it was a quickie response to a question for a system.
If you want it to be '3.5xEdge all in one go' then go for it.
Personally, I'd stay away from the "cheaper" negative augment you propose, as it *should* be relatively difficult to disarm/destroy armor.
