Flaws are no longer a subset of ability in HeroQuest, so it will be a moot point soon...

Most "flaws" of a hero are virtues taken to extremes, rather than phobias - "Brave" taken to extremes becomes "Foolhardy", "Pride" is already a sin, "Love of [whatever]" can be used against your hero by threating the [whatever], etc. Great Villains don't have "Fear of mice", they have "Megalomania".

So let your players "buy down" or ignore things they took as flaws, but think about what type of flaw other abilities can be.
