Technically no - or rather only if they have also learned the secret of their Lunar cult. Generally, inside the Glowline there is no bonus, no penalty - (a) because the boost is being damped down in the TotRM and their lunar magic net precisely to make up for the shortfall during the 'magic low' days of the cycle and (b) because it makes life a lot easier for play inside the Empire.
