In game terms anyway who wants to keep doing the same quest (and forcing a hero th choose when they do a heroquest whether they might not be better leaving it to a later date, to solve another crisis has good MGF value form me. YMMV)
that said I prefer the idea that you can recognize important personal foes on the hero plane, because it works for me in an MGF way, so most likely MGWV.
But none of these variations really break anything, it is just about how you most enjoy your game.
