IMHO :

• If the feat is used in combination with a weapon (you assume that the person uses this feats to make the next strike to break the weapon/shield) I would assume that the resistance might be provided by your opponent skill with the weapon/shield instead of the normal 14. Assuming your opponent will try to avoid is weapon/shield to be shattered.
• If the feat is used as active without this (imagining that you concentrate on the person weapon/shield) in order to break it I would allow the person to at least use the skill as an automatic augment since concentrating/targeting a moving target should be more difficult.Probably use it again as the resistance.

Definitly if the person they are fighting is not the average "combat meat" i would not use the 14 resistance and allow an active resistance.
