All I'm saying Mike is that if there have been no deaths, and no character in your game has been made to look bad by bad die rolling, then what do you or the players have to fear from rolling? My point is that no result of the HQ system is an "unfun" result. Your implication was that if you rolled badly a lot that this was a problem, and I just disagree. No matter what anyone rolls, HQ doesn't maneuver you into having to make an unfun result (IMO). And that's very cool.
