My impression is that Orlanth is pragmatic and simply falling back on minor magics from "approved" sources (i.e. those accepted by the community) wouldn't be harshly punished. In my view it would tend to damage the identification with the God that is at the core of Devotion but provided there's nothing worse involved I don't think that there would be punishment as such
(On the other hand I bet that a lot of people DID do worse - such as turning to propitiatory worship of Mallia when Ernaldan healing magic failed)
