I would have thought this was largely a diplomatic problem - just as it is IRL. I do not think a rite of this nature should be at all possible without the willing consent of the current power of the land which must give up control over the area of the embassy.

As for the 10 meter walls I personally think that big walls were only needed for New Pavis because of the obvious military threats facing the new city, not for ritual reasons. Symbolic walls of no real substance might well suffice in a safer location than the middle of Prax.
