They were created by an Orlanth cult ritual enchantment rune magic back in RuneQuest days. That writeup would give you an idea of how they might work -- try the back of "River of Cradles," or that issue of Heroes magazine that printed the full cult writeup. (Were they in "Gods of Glorantha" too? I can't remember).
