Ahh, OK, I can see it in that case. (The need for a sudden power shift in the campaign.)
In my case, for example, I'm starting them higher since I already know I want them there.
But I could see doing something like that if I wanted to suddenly shift the level.
I still think directed HP is a strong way to go, though. Jane's idea of items is a pretty
good one as well. (Lost scrolls for the scholar to translate, ancient weapons that
somehow have a better cultural affinity for one of the strangers to WW than to the
Heortlings, perhaps. Things like that.)
