Otherworld beings don't and can't learn. This is primarily due to the compromise (or whatever cultural name you want to call it). They did all their "Growth" during the Gods War, and now they are stale, sterile things. Orlanth won't be stealing any more powers from other gods, Waha won't be learning new Survival tricks, even the Red Moon, now that She's a goddess and ascended to the Otherworld (well, made her own) isn't going to be learning anything new.

What they *can* do is lose powers through being forgotten, or rediscover lost powers when they get more worshippers. (It would take a *long* time - decades or centuries - for Orlanth to lose his powers if the Lunars had won at Whitewall and really killed him).

Basically, making a Spirit Ally into a Sidekick instead of a retainer is equivalent to making it an "Inner World being" (at least for as long as it has a body to return to). While this isn't really what is happening, it is a side-effect of using the Sidekick rules. Or you can say that the increased attention the spirit recieves from the player hero (those 2 extra HP to make it a sidekick instead of a retainer, and the HP used to increase its powers) allow it to rediscover lost powers due to "worship".

It doesn't experience things any more. Since the Compromise, only Middle-World beings can truly learn and grow.

It's Gloranthan.
