I'm a player in two games that involve season-level play, Jeff Richard's and David Dunham's. In my opinion, the way they handle hero improvements over long spans of game-time is quite elegant, compared to the saga system suggested in the HQ book.

The reason: They simply use the same set of rules regardless of the game time-spans involved in a session. The players specify what they are doing, we roll contests for the results if they are particularly relevant or risky, and hero points are awarded and applied based on what activities took place during the session. It doesn't matter whether the activities played out over a day (As when the players in Jeff's game participated in the Battle of Hofstaring's Flood) or over several seasons (as when the characters were working at their usual occupations to make money for a sea voyage in David's game).

I don't know if the saga system of the HQ book is "broken", but so far it hasn't been necessary.
